Every stomach work out I do just makes me look fatter because the muscle goes behind?

I work out my stomach, but it makes my stomach look fatter because the muscles build BEHIND the fat.. What can I do? I want a flat stomach. I don't eat horribly, I eat a lot of salad and low cal dressing fruits and veggies and maybe every couple of days have one not so healthy meal. But I don't want to just eat fruits and veggies.I also don't really eat as many calories as I should, because I just don't have time. So I'm eating healthy and not eating 2,000 calories a day usually. Why am I not losing weight? I'm 18 year old girl 5'1" and 110 lbs. I'm skinny but my stomach is horrible looking.

I'm 5 feet and .4 of an inch tall, and I weigh 115 pounds. I am also 15. I used to run cross country and I really liked my body. I am 21years old, 228lbs and 5`09. I work in a leather mill. Its always hot. I never sit down. I basicly walk and lift deer skins all day. The only time i sit is on break which is only 15 mins. For me, I have learned it is better to do it at my own pace than in an extreme way because then I go to the opposite extreme- eating horribly! Sooo, I have been doing good this last month. My question is, however, is it a good idea to keep yourself busy when trying to lose weight? Because I was thinking... And you know the whole "When you stop wanting something, you get it." belief? So, if I ate healthy and worked out, but also had other priorities, would it be better on me and my mind? Like keeping myself busy with other things so that I don't make this my only priority. Okay so I'm 16 and I wanna lose some weight. I'm drinking more water and trying to cut out junk food stuff like that. I don't want crash diets or any kinda pills I have all intentions of doing this naturally and safe. So what's the best work outs for weight loss? I'm pretty active but I know I don't get enough exercise. I don't have any health problems that would be a concern in this. Also I'm not like really over weight or anything so that's also not problem I just wanna drop some pounds before summer. But right now it kinda hard to get outside cause of off and own bad weather so it would be great if you had inside and outside ideas so I can still do it if its pooring rain or ice outside.
