My belly just wont go down?

when i was little i was pretty fat, up until i was in seventh grade i was really fat, then i started losing weight, i lost it really fast, and i had left over skin, but now i still have it, but its mostly on my belly, or so i think it is, i guess its a mix of left over skin and fat, but i am like very active now, im really into running, and im very into martial arts, i do mma, and i stretch all the time, oh and im 17 i really need some help with this, idk what to do im sick of it, i have freaken abbs i can feel them, i can run my fingers through the humps :(
