what is the best and fastest way to lose weight?

i want to lose weight on my thighs and my belly/rib area! I was wondering what the best ways to do that and the quickest-want to look good for school. Then once i lose weight should i tone or should i tone at the same time? please tell me how to tone as well! thanks so much x
