How can I lose weight safely and effectively without going into starvation mode?

Let's start with my basic info :I'm a 16 year old girl, I'm 5"9 feet tall and weight 216 lbs, which is considered obese. At the begining of this month I realized that I really wanted to lose weight when a kid called me fat. So, I signed up with MyFitnessPal and started doing some Elliptical speed walking for 20 mins, then 30 then 45 minutes 5 days a week. Also, I started eating 1500 calories a day. But, despite my best efforts, I have not been losing weight. Before every meal, drink water. That will make the food you eat filling at it helps burn calories a LOT faster. With that, 3-4 times a week, work out. I suggest doing a 10 minute work out, where you do any exercise for 30 seconds each, and in between take a 10 second water break. Skip dinner, not breakfast.
