Would leg presses or leg lifts bulk my legs or slim them down??!!?

I want to focus on slimmimg them down then toning..will leg presses and leg lifts burn fat and slim them or bulk them up...any machines that will slim them i have access to a gym..so just throw stuff out...thanks.
