Will stamina improve with exercise alone without diet changes?

This question is just hypothetical, however let's say you wanted to be able to run continuously for 30 mins. You could build up your running time for about 4 months to get to half an hour. However if your diet isn't ideal, will your stamina not improve? I was just thinking if an obese person started to exercise however not diet, despite not losing weight, would his fitness improve? Thanks!
