How to lose fat on a pear shaped body?

I'm currently eating only 1200 calories a day, and I'm gonna do 30 minutes of cardio (just sweat 4) every 3-4 days, maybe with some walking. I'm 16, female, weigh 164 pounds and my height is 5 ft 5.5. My body (unfortunately) is pear shaped -.- Its mostly my thighs and tummy that's my main problem. So will this plan help me lose weight? And how long will it take? I really want to lose weight for college. My goal weight is 155 pounds btw
