How to get rid of skinny legs?

My legs look extremely skinny, especially around the shin and calves area, and I want to know how to get rid of that skinny look. I've tried working out, but I don't think I can get my calved big enough to cover it up. Gaining weight is also not really an option as it's extremely difficult for me to.
