Why am I not losing weight?

I''m 19, 5''5 and I weigh 135lbs.
I''ve been working out using an elliptical for one hour three times a week, most weeks, for about 4 months. I don''t really pay that much attention to what I eat, although I do try somewhat to make smart choices.

I know I''m not working out or watching what I''m eating as much as I should be, but I thought that by now I would have lost at least a little bit. I figured working out a little is better than doing nothing. I''ve been eating about the same as I had been before I started going to the gym. So logically it made sense to me that I''d lose a little - unchanged diet, increased exercise. Instead, I''ve stayed the same the entire time - I even weighed more than 135 at one point.

Why is this? Have I just not been working out enough for long enough to make a difference?

Also, generally, what''s the best way to lose belly fat? I know watching my diet is probably a big one, but I love food, it''s so hard. What can I do to keep myself motivated and make sure I don''t eat too much? (I''m a college student so I can pretty much eat all I want when I go to the dining halls and it''s hard to control myself)
