Can I cut my belly fat and still get bulked up?

My main priority right now is to get my six pack I ve been lifting super heavy and doing abs and cardio 4 times a week. I eat like 4 to 5 meals per day . Currently im on whey protein, creatine and fish oil. Bodytype: Ectomorph , 5'9 and 160 lbs. I want to at least go up 5lbs but 170 would be perfect. However everybody keeps telling me that I can't do both at the same time and that I should switch to a bulking phase then to a cutting phase.
