I cant gain weight please help?

So im a girl that my weight goes up and down. So 109-113. Im 21 and I eat so much but can't gain weight not even one pound. I workout at least three times a week for 40 minutes and run one or twice a.week. like I.eat healthy no junk food, no processed foods, no boxed food, I do more vegetables than meats. My goal is to weigh at 115. And also I want to gain muscle. Please help me.
