I am getting denied revision gastric bypass, should I change insurance?

The doctor says that he wants me to wait at least 2 years, even though I'm gaining weight.Did lap band and it's not helping. I requested gastric bypass and the doctor said he wants 2 more years of time.Can I switch insurance and approve for gastric bypass?
