Can liposuction permanently change your shape?

I don't have weight problems; it's my natural figure that I dislike. I'm a young woman. I'm thin, but I'm an apple shape. I wear a size 00 in pants, and my butt is basically completely flat. My breasts aren't big either. But even when I was clinically underweight, the smallest my waist ever got was 27.5-28 inches. I exercise, I work out--it makes it more toned, but it's still the largest part of me.So, my question is: If I get lipo on my stomach, can it change my figure permanently? Or will it go back to the way it was even if I don't gain weight?
